CHAPTER 8

Conclusions

The future of commuter rail in North America hinges on adapting to a changing travel landscape. While solutions and services will depend on local markets, regional goals, and funding availability, it is clear that traditional peak commuting markets are declining, and many providers have an opportunity to capture more diverse ridership through expanded off-peak and weekend services. Some have already made significant changes in their approach to service, such as MBTA and Metrolink. However, this transformation requires strategic planning, including aligning schedules with evolving travel patterns, investing in passenger-friendly infrastructure, and prioritizing regional connectivity over traditional downtown-focused models, and the framework with which to make meaningful infrastructure investments and service modifications.

The commuter rail industry stands at a crossroads, with the opportunity to redefine itself as a key player in North America’s sustainable and equitable transportation future. The good news is that there are already many good examples of innovative approaches and best practices to learn from. By embracing change, commuter rail can evolve into a resilient, customer-focused network that serves diverse communities and can continue to play an important role in regional mobility.
