APPENDIX B

TERA Promotional Approach

A recommended approach for TERA promotion to transportation agencies details a strategy of how to best inform the potential users of the TERA materials and training, the to-be-developed adaptation guide, and the to-be-developed migration training/platform for TERA, including the existence of the materials, their potential benefits, and how to use the materials and the to-be-developed guides and training platform.

The elements of the recommended approach include:

  • Creating promotional materials such as a how-to-use guide and a brochure summarizing the capabilities and benefits of the TERA scenarios and the migrated TERA platform. Specifically:
    • The user guide would concisely walk through how to use TERA scenarios and related materials as part of existing agency emergency management training. Previous TERA publications include information about the scenarios and the TERA-related materials that would be used to create the user guide. The guide would also provide an overview of the typical roles within an agency that are recommended to be part of the training using TERA.
    • A one-to-two page brochure would describe the value of using of TERA at a transportation agency.
  • Holding transportation leadership executive forums to inform agency leaders/executives of TERA and its value to their organization with the goal of gaining buy-in and commitment from agency leadership on using TERA. Working with national transportation organizations such as AASHTO, APTA, American Association of Airport Executives (AAAE), Airports Council International–North America (ACI-NA), and other relevant associations is recommended to determine opportunities for the executive forums. Creating a TERA pocket guide, a four-panel brochure created for CEOs/senior management, that provides an overview and key points about TERA and its value is recommended for distribution at the executive forums.
  • Providing workshop training to transportation emergency managers across the United States on TERA use through series of virtual or in-person multistate workshop training events hosted by transportation agencies in the regions where the training will be held. The intent of the workshop would be for transportation agency staff to use the scenarios and TERA materials to demonstrate how they can be used at their agency to support EM training and exercises. As part of the workshop, participants in small groups would discuss how TERA can be used at their agency.
  • Establishing a TERA implementation team made up of transportation agencies that have used TERA for training and exercises can increase transportation agency buy-in, establish an implementation infrastructure to support the use of TERA, and promote sustainability of the migration platform.
  • Conducting outreach and relationship building with transportation and emergency management professional organizations by:
    • Exploring opportunities with established multistate organizations that include state transportation agencies, transit and rail agencies, airports, MPOs, law enforcement, and other

local, state, regional, and federal stakeholders to help convene workshops and training sessions.

    • Leveraging relationships with national and international organizations, such as the International Association of Emergency Management (IAEM), to build implementation support and to emphasize the benefits of TERA and the associated materials as part of current offerings. This could be achieved by working the results through the IAEM EM committee and U.S. organizational leadership.
  • Presenting webinars to provide awareness of TERA. The webinars would include:
    • A brief introduction of the research problem and project,
    • A short compilation of potential benefits (e.g., more certain mitigation enhancements),
    • The availability of recommended practice and simplified guidance materials,
    • The ease of use of the interactive software tool (simple, web-based device with user-friendly
    • buttons and navigation) and specifications, which will contain instructions, and
    • A list of organizations that participated in the project and that have been targeted for outreach.
