Appendix B     Charge to the Advisory Group

The Gulf Research Program Advisory Group is charged to develop an overarching vision that guides the Program as it starts. The group was asked to identify strategic directions, mission, and objectives to ensure that the Program has a significant, long-term impact and to identify how the Program operates (e.g., the balance among the three objectives of monitoring, research and development, and education and training in the three realms of oil system safety, environmental resources, and human health) and approaches to implementation, partnerships, and leveraging support. Specifically, the Advisory Group was charged to:

  • Lead a series of meetings to be held in Washington, DC, the Gulf region, and virtually to help us understand needs and opportunities in the three areas of our mission.
  • Assist in outreach and coordination with other organizations working in the Gulf region, including help in analysis of the mission, strengths, and weaknesses of related external programs and analysis of our mission and comparative strengths and weaknesses.
  • Provide the intellectual leadership to guide the writing of a strategic plan for the program, including creation of the Program’s mission, goals, and objectives and discussion of how the program will do its work in the first 5 years.
  • Identify the strategic actions needed to implement the Program (short, medium, and long term), including, if possible, preliminary thinking about metrics to measure Program impact and data policy.
