To advance understanding and facilitate the recovery and wellbeing of those impacted, a planning committee of the National Academies of Sciences, Engineering, and Medicine held a two-day virtual public workshop to explore potential health research and surveillance priorities arising from the train derailment and material hazards spill that occurred in East Palestine, Ohio on February 3, 2023. The workshop brought together participants and subject matter experts from government, non-governmental organizations, private sector organizations, and impacted communities to discuss short and long-term human health impacts from the train derailment incident and similar incidents involving the transportation of hazardous materials.
The workshop focused primarily on research questions of specific concern to affected and potentially affected communities in East Palestine and surrounding areas. Specific topics that may be addressed in this workshop include available information, knowledge gaps, and potential research needs and priorities within the following domains:

Exposures associated with the train derailment;
Physical, mental, social, and behavioral health impacts;
Acute and long-term health effects of exposure, including formation of new exposures associated with burning rail cars, as well as complex, mixed exposures and cumulative risks;
Surveillance regarding health risks, including, for example, specific health endpoints, populations to be followed, and duration of surveillance; and
Lessons learned from prior disasters that can inform health care measures and public health interventions in the current context.

The planning committee defined the specific topics to be addressed, developed the agenda, and selected and invited speakers and other participants. Following the workshop, a designated rapporteur will prepare a proceedings-in-brief, in accordance with institutional guidelines, based on the presentations and discussions.

The National Academies of Science, Engineering, and Medicine (National Academies) hosted a virtual workshop on November 6-7, 2023, on the Public Health Research and Surveillance Priorities from the East Palestine, Ohio Train Derailment. To inform this work, the planning committee planned a community listening session to obtain feedback to ensure the workshop is aligned with the community’s needs and to ensure that the community’s experiences and perspectives are understood and considered. This listening session was intended for the general population and all of those from the affected areas.

The National Academies of Science, Engineering, and Medicine (National Academies) is hosting a virtual workshop on November 6-7, 2023, on the Public Health Research and Surveillance Priorities from the East Palestine, Ohio Train Derailment. To inform this work, the planning committee is planning several upcoming discussions to obtain feedback to ensure the workshop is aligned with the community’s needs and to ensure that the community’s experiences and perspectives are understood and considered.

Three online, topic-specific discussions are being held the week of October 16, 2023.

Public Health and Health Care Services Session (Tuesday, October 17, 6:00 p.m. – 7:00 p.m. ET) – Intended for those who specifically provide public health and health care services for the affected areas, such as public health practitioners, health care providers, and emergency medical services.
Pediatric Session (Wednesday, October 18, 6:00 p.m. – 7:00 p.m. ET) – Intended for those specifically concerned with the impact of the event on the pediatric population, such as school personnel and parents.
Mental Health Session (Thursday, October 19, 6:00 p.m. – 7:00 p.m. ET) – Intended for those who specifically provide mental and behavioral health care services for the affected areas.
