Gulf of Mexico Leading with Equity in Adaptation Practice (LEAP) Program

Overview: The American Society of Adaptation Professionals (ASAP) CoP will partner with the Houston Advanced Research Center (HARC) to center justice and equity in their work as climate change adaptation professionals and as an entity working to advance the practice of climate change adaptation. The proposed project seeks to address three key areas for progress: 1) Understanding the unequal distribution of the costs and benefits of adaptation work, as too little attention is being paid to the adaptation needs of communities experiencing adverse climate impacts; 2) foregrounding local leadership and adaptation expertise developed through centuries of natural and made-made climate interactions; and 3) addressing the adaptation profession’s lack of diversity as it does not currently reflect the racial and ethnic makeup of those most acutely affected by climate impacts nor those leading local adaptation work. The CoP team will update existing training materials for adaptation planning that center justice, equity, diversity, and inclusion (JEDI), and will use ASAP’s Resilience Dialogues Model to identify community priorities and develop local adaptation projects. Six communities will be identified and selected to develop and implement their own local adaptation project with a $3,000 microgrant per community. The team will hold quarterly check-ins to learn about project process, promote peer learning between projects, and provide continued training on JEDI topics. The CoP team proposes to organize a Capstone Symposium to showcase projects, build relationships, and identify future work.

Building Small Town and Rural Resilience Through Equity-Informed Land-Use Planning and Policy

Overview: The American Planning Association (APA) CoP project focuses on increasing the disaster and climate change planning capacity of small towns and rural communities in the Gulf Coast, and strengthening the capacity to address hazards and climate change in ways that also increase equity for communities of color and low-income communities. The project will develop four disaster and climate change planning tool “packages” that will each contain a planning tool description, a step-by-step guide for community implementation, opportunities for peer sharing with neighboring small towns and rural places, and curricula for trainers and educators to then teach practitioners and stakeholders. The four tool packages are: 1) Risk Analysis; 2) Housing Vulnerability; 3) Plan Integration for Resilience Scorecard for Small Towns (PIRS); and 4) Integrating Hazards into Comprehensive Plans. The Risk Analysis package will provide a methodology for analyzing risk and vulnerability in small towns and rural communities that considers the existing inequities that guide resource allocation. The Housing Vulnerability Analysis tool will help communities examine their housing stock and identify potential issues before disasters occur, with an emphasis on housing for socially vulnerable populations. The PIRS package will help small towns and rural communities, many of which have socially vulnerable populations and limited access to data, understand where and how planning policies are in conflict, and where opportunities exist to strengthen resilience. Finally, the Integrating Hazards into Comprehensive Plans package will provide a step-by-step guide for developing comprehensive planning documents for small towns and rural communities with hazards in mind.

JUST CoP: Joining to Understand and Strengthen Trust for Climate and Resilience Community of Practice

Overview: The Joining to Understand and Strengthen Trust for Climate and Resilience Community of Practice (JUST CoP) project will build on the work of the four Gulf Sea Grant Programs (Texas, Louisiana, Florida, and Mississippi-Alabama) formed in 2010. The team will identify and assist communities that lack the resources and capacity to participate in climate and resilience research and activities by strengthening the links between technical expertise, traditional ecological knowledge, and existing and new social networks. The project also plans on setting concrete targets for increasing equity and strengthening the inclusion of minority populations, tribes, and migrants within the larger CoP. To accomplish these goals, the project team will work to identify 12 experts and form an Advisory Committee on Equity (ACE) to help the CoP team consider different points of view, recognize who is not at the table and why, and advise on how to approach inviting others to join. ACE members will conduct internal needs assessments, develop recommendations to the CoP, co-produce ideas for differentiated programming, and reimagine the existing CoP small grants program. In addition, ACE members will offer technical expertise and workshops on grant writing and research communications as professional development.
