The National Academies of Sciences, Engineering, and Medicine will convene community of experts (CoE) meetings. The goal of the CoE is to critique, improve, and facilitate the avenues that the FAA can take to robustly respond and implement the recommendations in the National Academies report, Assessment of the Transport Airplane Risk Assessment Methodology (2022). The community of experts are convened every 2 months or so from May 15, 2023, to September 23, 2026.
Description
The National Academies of Sciences, Engineering, and Medicine (National Academies) will convene Community of Experts (CoE) meetings. The goal of the CoE is to critique, improve, and facilitate the avenues that the FAA can take to robustly respond and implement the recommendations in the National Academies report, Evaluation of the Transport Airplane Risk Assessment Methodology (2022). The CoE shall include experts in the following areas as they apply to transport airplanes as defined by the FAA: aircraft design and manufacturing, airline operations and service, aviation safety, FAA regulations and policy, risk management, and statistical analysis.
At the CoE meetings, the experts and FAA leadership discuss areas such as human reliability analysis and training in probabilistic risk assessment and the use of risk assessments in continued operational safety decision-making.
Ahead of each CoE meeting, the FAA will send the National Academies staff a list of questions they would like to discuss. Staff will send them to the experts ahead of each CoE meeting to contemplate and potentially email written material that National Academies staff will collate as is and send to the FAA. National Academies staff will then convene each CoE meeting with the FAA and the experts to discuss topics regarding implementing the Evaluation of the Transport Airplane Risk Assessment Methodology (2022) report recommendations. These will be virtual, non- consensus meetings. About eight CoE meetings are planned during the 24 months of the contract.
